Not one or two coats either. It looks like the previous owners repainted the property many times and but you can see some areas where the paint chipped revealing the old wallpaper.

Any recommendations on what to do? Removing the paint and wallpaper down to the plaster is one. Recommend doing a knock down effect on the walls? Skim over the walls with plaster??? Please help.

If you have plaster walls and not drywall I would go with removing the paper if looks really bad. You will need to score the paint and rent a wallpaper steamer to do this. The problem with texturing or plastering over the painted over wallpaper is the weight could start to pull it off the wall and that would not be pretty. You may find some cracks in the walls but that is usually not to big of deal to fix.
