I have had the same problem. It will take a gutter topper of strong will.The old fashioned wire type or the new style toppers will work. Watch out for any ends of gutters where they may drain to another roof.You will have to put a wire plug in any short elbows that might drain to other roof sections.

Put grills on your gutters or use traps to catch and dispose of the rats with the fluffy tails.
