Put new tile down in bath and when replaced toilet it rocks a little have tightened it and am not sure to keep on or if maybe now the tile has it off where the grout is? What should I do?

I think you have a problem with your toilet?
Did you tile to the flange? Is the flange below, even with or above the new tile floor?
Did you install a new seal? The toilet need to sit flat on the floor, if not , trying to level it by cranking down on the bolts will only result in a little annoying "crack" sound followed by the purchase of a new toilet.
