When a set of concrete steps (a form) is installed, do you lay it on packed soil or concrete, or do they bury it a few inches the soil? One of our sets of concrete steps is brought by a asphalt walkway (drive to steps). But ... the walkway is at the same level as the TOP of the first step. This, the first step ( except for the top) has been buried for 25-30 years. I've been excavating the small beds on either side. We're going to have someone remove the asphalt walkway. I've dug down to the bottom step. I hope to put grass where the walkway was, then put down some flagstones on the grass. I plan to bring down the levels on both beds use a gentle slope to the house. My Question: should I excavate the steps down to bottom of them? Or should there be slightly underground? Thank you!!
