I have a wooden, pressure treated fence. As rails are replaced, I treat them with a white primer and then a white outdoor latex paint. Is the latex paint necessary? Because both colors are white, can I not simply leave the primer exposed?

Well, you could leave the primer exposed, but you'd be prinmering again next year again. Primers will not protect from the elements - sun, rain, wind, snow, etc.

A primers job is to create a bond between the surface and the paint. The paint does the protecting.
