WE PAID A NON-PROFESSIONAL (THE PRICE WAS RIGHT) TO BUILD THE FRAME FOR OUR 16X52 DECK. WE ARE LAYING THE DECKING BOARDS AND DESIGNING AND INSTALLING THE RAILINGS. THE 4X4 POSTS ARE NOT THE SAME LEVEL OFF OF THE DECKING BOARDS. THE SHORTEST IS 30.5 INCHES. HOW CAN WE INCREASE THE HEIGHT ON THE POSTS AND KEEP THEM WOOD. WE THOUGHT OF ADDING A PIECE OF 4X4 TO THE TOP BUT HOW CAN WE JOIN THEM WITHOUT IT BEING TOO NOTICEABLE?

The short answer is you can't add any wood to make the rail post longer and have it be safe. You need to change the entire post making sure it is securely fastened to the deck frame.
Since railing height and the lateral load that a deck railing must be able to bear is set by your building code, you should get your code office to provide you with the code requirements for your railing construction and have a professional assist you with this most important part of the project.

Cut all the post the same height find the center and drill a 13/16 hole in the center 6” deep. Now cut an extension for the length you need Use the same size post as the bottom post.
To help hid the joint use a router with say a bull nose cuter on both the bottom and top. Get a 12” inches of ¾ threaded rod. Fill the hole up with the rod and epoxy put together.
