We bought our newly built home fall 2004. Back then we noticed that our garden tub drains very very slowly. Since neither my husband nor I take baths, we did not pay it much attention to it. However, whenever I go to clean it, it takes a ridiculous amount of time to drain the water. It cannot be a clog because we do not use it. HELP! We fear that it was poorly sloped and gravity is not able to work in its favor. How would we know?

If you noticed this problem right after the house was built WHY DIDN'T you notify the builder or contact the installing plumber?
Just because a drain is new does not mean that construction debris did not enter it during construction.
This problem should have been brought to the attention of the plumbing contractor and after 4 years I would doubt any plumber would assume responsibility.
Considering some people are lax as to what they allow to enter a drain I would on call a plumber (possibly the installer) and explain what is going on and possibly they will snake the drain but be prepared to pay for this service as you waited way to long for them to take any responsibility.
