I need a 20a 250v outlet for an ac, my question is can I put this in place of an existing outlet? Or does a new line have to be run? The outlet I could remove and replace with this one has 1 light and 4 other outlets on the breaker. Thanks!

Standard outlets for lights, etc. do not provide the 240 volts you need. The voltage doesn't come from the outlet, it comes from the wires connected to the outlet. You cannot simply replace the existing 120 volt outlet with one designed for 250 because you would still have only 120 volts present. Also, that circuit likely couldn't handle the extra load anyway.
You'll need 240 volt line on its own breakers. (240 volts uses a double breaker)
