Bvroofing
I've seen on numerous roofs small pegs that stick out perpendicular to the roof plane about 2 inches or so. They are seen on asphalt or metal roofs, etc. I've seen them on the sloped metal roofs covering most ********** front entrances and the like.

What is this feature called and what purpose does it serve?

Your description sounds like snow guards. A snow guard is a device that is mounted to a sloped roof surface to prevent a potentially damaging single release of snow and ice from that sloped roof. Without a prevention device, the accumulated snow and ice can slide off the roof surface in one big release, causing a great deal of damage, and most important, people can be injured.
