I would like to use railroad ties as a border in my vegatable garden but I do not know if they pose a health and safety hazard, especially with my little daughter, due to the creosote and possible other contaminants.

Creosote is now thought to be carcinogenic. However, if nobody touches the ties (or at least washes their hands well afterwards), then the risk will be reduced.

Old treated timber is also a problem (copper chrome arsenic), but the new formula they use is supposed to be much less harmful to humans, and this may be the least toxic alternative for you (4x4 or even 6x6)
