I have recently moved into an older home. The windows are of the counter-weight variety...none of which will open. I like the Spring breeze and I like being able to escape a fire. How do I open these in a non-destructive manner? (BTW, I do not own the home...my employer does. )

Are they painted shut? Even if the counterweights aren't working, they should still open unless something else is preventing it.

I have used one window as a test case. I have attempted to score and clear any paint seals, but it still won't open.
