I HAVE A THREE BEDROOM DOUBLE WIDE MOBILE HOME AND THE PREVIOUS OWNER TOOK OUT THE REGULAR WALLS AND PUT UP SHEETROCK AND BASICALLY MADE THE HOME SOUND PROOF IT IS ALSO BRICKED IN. SO MY QUESTION IS ONE CAN I ADD A SECOND FLOOR AND ALSO CAN I MOVE THE HOME BEFORE ADDING THE SECOND FLOOR OF COURSE.

I would venture to say that it could be moved provided you find a qualified contractor to do so.
The move may cause cracks in the drywall seams.
When these homes are manufactured they use materials such as panels so they flex during transportation.
Also, many double wides are built in two sections. If this is the case any fasteners holding the two sections together would have to be located and removed.
Your first and most important step is to find someone qualified to do the move.
