We need to cut a 10-inch hole in an exterior cinder block wall for a vent pipe. The hole will have to be near the bottom of the wall at the level of the floor. How do we go about this, and will we need to reinforce the hole? If so, how?

Hi, thanks for stopping by.
Not sure what you're doing, but anyhow the easiest way is to use a hammer drill with a 1/2 inch masonry bit.
Draw your circle on wall with a compass. Drill holes about 1/2 inch apart through to outside.
Use a cold chisel to cut away the remaining block and clean up the opening.
