Kenmore series 80, model 110-25842400 washing machine. It will fill with water, do the wash agitation, and then starts to spin real slow and is pumping out water for a minute or so while making a rapid clicking noise, still has some water to pump out when clicking stops and spin speed increases to normal and spins out the remainder of the water in the clothes. Rinse cycle repeats the same problem.

Your washer model uses a 'neutral drain' transmission. It should first drain *without spinning* and then pause briefly, only then restarting up again and spinning (see the following link).

If it is spinning *while initially draining*, it sounds like there is a problem in the transmission (aka 'gear case') in which case the transmission may need to be replaced or disassembled and the 'neutral drain' portion of it replaced.
