I am having an addition built. The footer has been poured and the block has been layed. Should the footer be exact or should the footer be built up by adding 3 inches of mortar to compensate for the difference? Should I be able to crumble the mortar between the blocks with my bare hands? The mortar between the blocks is very crumbly and will break quite easily in my hands. The mortar has had 24 hours to setup. Please help. I need to have an answer before the contractors continue building more.
