My heat pump is acting erratically. About twice a day the outside unit will come on, but the inside fan/blower does not. It happens whether it's heating or cooling. If heating, the coils become extremely hot, and if cooling they freeze. I'm guessing this is because they have no air blown across them. Except for the twice or so a day that this happens the unit turns on and off as it should.

When this occurs, the inside unit hums loudly, and I turn off the system at the thermostat. I can then turn it right back on and it will work fine. That is, the outside unit comes on and after a short delay, the inside fan begins to blow.

Is this the fan itself? Is it the delay timer for the fan? Could it be the capacitor? How about the thermostat?
