I need to remove all the baseboards heaters in the house. I know I need to shut off the electricity at the circuit breaker, then unscrew the units. Can I just clip the wires, then cap them? What else would I need to do?

Is this a permanent removal or will you be re-installing the heaters?
Permanent removal--SHUT OFF the power. Typically these will be 2 pole circuit breakers, probably 15, 20, or 30 Amp. Open the side covers and you will see the wire connection--might have to open the other side. Carefully, take apart the wire connection and test for voltage with a voltage tester. If no power then sure just cut the wires, capoff and stuff them back into the wall. NOW completely disconnect the wires in the breaker panel on the circuit breakers for the heaters! Tape the wires so no one else will try to reconnect. Tag the wires for extra safety!
Temp removal--same as above except do NOT cut. Cap off wires by heaters and label the back of each baseboard from where it was removed. Makes it real easy to reinstall.

I'm permanently removing the heaters -- we converted to gas forced air...
