emptied my hot tub for its semi-annual cleaning. The heat was turned down b/c of the summer. When i emptied it and filled it back up no heat. The heat pump still pumps b/c i can feel water flow but the water is not heated. I have left the heater on for a few days and it is still ice cold
Normally this is a handled by a plumber or spa specialist, not an electrican.
But first make sure that the breakers are on. To be sure turn them off and then back on. And you might have a feeder breaker in the main panel and one or more in a sub-panel.
Likewise for any GFCI protectors.
Depending on how it is wired you might be have separates for the motors and the heater.

A guess is that while turn down the heater was still powered up and when water was drained it turned on burned out.
