I know this question has been asked before, and there is a detailed answer somewhere. I looked it up before painting paneling myself. Here's a quick summary. First lightly sand the paneling, by hand, to remove the finish. Using sanding blocks help! Then use damp sponges to remove any dust. This step is important, or you will have textured, possibly dirty looking paint. Prime the paneling with a good primer and put on 2 coats of good paint. We did this and you can only tell it's paneling up close with the tell-tale groves. From a distance it looks like plain walls. Other than that it looks great. It wasn't too time consuming.
