I know I'm suppost to have some kind of underlayment underneath tile, but underneath the Linoleum there is concrete, so how do I go about putting underlayment underneath the tile before I start laying it since I wont be able to nail down the cement board because there is cement as the subfloor? Thanks for the help.
With a concrete subfloor you wont need any cement board. They are only used over wood construction to provide a better bonding surface.
The vinyl should come up because there are many variables that can affect the longevity of tile over vinyl. Removing the vinyl can be accomplished with a 4" wallpaper scraper or for big surface areas there are scraping machines for rent. Chemicals should not be used as they can inhibit the bond ability of thinset to the subfloor.
