Our house does not have an outside entrance to the basement. Would like to have one. Who would do this kind of a project?

A general contractor can do it. There are several jobs involved:
1. remove earth for stairway
2. cut through wall for new doorway
3. provide for drainage
4. Build/pour new steps
5. provide new lighting for stairway ?

And doing this can be pretty expensive - lots of labor, some concrete and an exterior door. Know as much as you can about what you want, then get a firm estimate of time & materials involved.
