I have a walkout basement. The previous owner had spray-foam insulation installed on the concrete to a depth of 3". He then installed a stud wall 5" out from the block, with no insullation in between. Our basement is very cold, should there be insulation in that airspace, or should I look for other causes.

First, I would figure out the R value of the foam that's already there and compare to one of the R-value guides.

Is the floor carpeted? It could be that the very cold floor is cooling the basement.

thank you David, we are going to carpet the floor, right now it is just click-laminate on the cement
