Seems to me you have jealousy windows. Your barriers could be old and cracked allowing air to escape-thereby causing the windows to leak. You might want to try to caulk around them, or replace the rubber type gaskets( if you have them) or you can purchase stips of felt that are used in insulating windows and place them where the window meets the frame-not on the window itself-or eventually you'll have strips hanging off you windows when you open them. I have a similar problem. I have Casement style windows with two glass panes with a 3/4" air gap. As soon as I dry the wetness off the inside from the outside pane and install the inside glass it starts to get moisture on the glass that I just dried off.
The glass I remove has a weather strip that runs around the outside edge of the metal glass frame. I know it's caused by the cold air outside hitting the warmer temperature inside the house. Is there a cure besides going to heat mirror Casement windows with gas between the 2 panes?

One more thing I forgot to mention. Some of the inside windows have moisture on them.
