This started a month or so back - out of the blue - in a 25 yo house. When ANY faucet or toilet is "opened" - there is a "fog horn" noise that occurs. This not limited to 1 room, faucet or even level of the home.
I have tried "draining" the pipes by opening all faucets/flushing toilets and then turnin off main supply - but noise still occurs. I had the township come out - they replaced the water meter inside the house but that did nothing and the "tech" from the town was out of answers.
Any help/suggestions would be most appreciated.

try closing off fixtures at the shutoff valves one at a time,thencall for water at another fixture and see if by isolating any one of them you can make the noise stop.
also try the toilets(shutting off the supply)and calling for water somewhere else and see if that makes any change.
