I suspect the name is misleading. Could they actually mean that these rods can be used for the purpose of creating a bonded ground?

Or could it indicate they're made of copper-clad steel, so there is an internal bond?

The clerk did not know.

On second thought, the steel is probably there for strength. There is no reason for bonding the steel to copper; the clamp touches only the copper.

The other reason to make the rod out of steel and the clad it with copper is to reduce the cost. Steel is much cheaper than copper.
