I have a drain in the basement (finished basement) that I assume is for getting water *out* such as a washing machine flooding or a hot water tank letting go. when we have heavy rains here in the NW (Seattle) water comes up throught this drain and sometimes floods the basement. I am really stumped as to why this is happening. Last winter I had a sump pump put in 10ft from this drain intending to stop this problem but the water is back last night. Lot's of rain lately.

Any advice would be greatly appreciated!

I think k2 hit the nail on the head. This "drain" probably goes to a drywell and that fills with groundwater & backs up in the basement. The quickest solution is to plug the drain. The sump pump will take any water that flows in the basement. C.
