I have a heater in my non-insulated garage and would like blown in insulation. Do I need a vapor barrier? and is there something out there that can do both insulate and act as a vapor barrier. NY area......
Walls and ceiling are non insulated.

With existing walls your best bet is blowing in the insulation. The ceiling would be the same unless you have access th get above it.

As long as you have a rasonably air-tight ceiling, don't worry too much about a vapor barrier. You can always paint one on.

There are foam products such as Icenene that are both vapor barrier & insulation, but again vapor barrier is a relatively minor issue. You need to be more concerned with air tightness.
