I need to drill a 1" diameter hole in the bottom of a "terra cotta" fire pot (fireplace) without cracking or breaking the surface. What cutter will do the job?

This isn't my speciality, so I only have the one suggestion. You might try reposting in the concrete and masonry section for alternative approaches. If it were my own fire pot, I'd do the following.

First, put real masking tape (not blue painters' tape) over the area to be drilled - two wide strips in an X-formation. If the terra cotta is glazed, scratch your center point through the glaze (and tape) with a nail or utility knife. Use a masonry bit to drill.
