We have a long low block retaining wall around our yard that we would like to have stuccoed (to match new poured concrete steps). Different pros have given me different accounts of how to prevent efflorescence (white spots) and patches coming off and to prevent cracking: mesh underneath; no mesh just a coat of super Blockade except at weep hole. I have no idea who is correct. Obviously we want the stucco to look good as long as possible and can't dig up the garden to seal the side that is facing the dirt.

If I were me (and I haven't been myself lately) I would attach styrofoam to the block and apply the stucco to that. Back in the day we used a product called primus to attach foam boards to a brick building that was then covered with stucco. It was very simular to mortar though it had some kind of adhesive mixed in with it. That was over 25 years ago and the foam is still there.
