If my oil boiler fails during the winter and need to be replaced, in order to prevent the pipes from freezing, is it a good idea to turn off the main water supply as soon as I know the furnace has failed and will need to be replaced?

Other options:

Drain the pipes by shutting off the inlet valve, opening the lowest and highest valves in the house. Water in the pipes will freeze with the valve shut off unless the pipes are drained.

Another option:

Purchase a 120VAC heat tape at the hardware store. Route heat tape along each pipe and tape in place at corners. This option may not be available if pipes are hidden inside the walls.

The heat tape has a thermostat that actuates the heat at temps below 40 deg F. New house construction in cold climates should require heat tapes be permanently installed.
