I have vinyl floor tiles in my basement. They are coming loose and cracking around the perimeter because water has gotten into the basement in the past.

I want to remove the tile because it is asbestos, is broken, and loose. There is black paper looking stuff underneath. (This is laid over the concrete.) I thought about removing just the loose stuff, but then I still have the icky (probably asbestos-laden) black ?matic. What do I do with the floor to cover it and keep my family and future homeowner safe?

If I remove just the loose tile, what could I put over the bare areas? Newer vinyl tile?

IF I have all the tile removed and the black stuff too, what do I do with the floor? I know I need to fix whatever problems are allowing water into the basement, but I really want to get this tile out or have some safe flooring.
