My finished basement floor is chipping, I bought the house house a 1/2 month ago so I'm not sure what kind of paint/sealer it is.

I'm wondering if its actually a sealer as it seems thicker in the corner of the room.

I'd like to put down something that could handle abuse (kids/office chair) epoxy?

What do I need to get the surface smoother?

A self leveling epoxy would be strong. Do not confuse epoxy paint with epoxy. A good epoxy will be 100% solids and if applied to a properly prepared surface will last a lifetime.

I agree with KV, a self leveling epoxy is a good bet. But first scrape as much of anything loose off that floor. Maybe even use a chemical stripper. You want to give the epoxy something to get some tooth. If there are trapped air bubbles under paint chips it may give you weak areas under the epoxy coating. Be Smart prepare your surface and the epoxy will last a long time.
