A self leveling epoxy would be strong. Do not confuse epoxy paint with epoxy. A good epoxy will be 100% solids and if applied to a properly prepared surface will last a lifetime.

I agree with KV, a self leveling epoxy is a good bet. But first scrape as much of anything loose off that floor. Maybe even use a chemical stripper. You want to give the epoxy something to get some tooth. If there are trapped air bubbles under paint chips it may give you weak areas under the epoxy coating. Be Smart prepare your surface and the epoxy will last a long time.
