We are finishing our basement and want to add an additional phone jack. We found an end, we think, of the current system. It has four wires that have clear plastic ends, do we cut those off and splice in there ? Please tell us the correct way of completing this task...

The red and green are your tow primaries for the #1 line. Yellow and black arte the secondary. if you only have one line, you can just tie to the red and green. That depends too on whether it was wired right in th e first place.
Simple trial and error will let yuou know.
The wire you want to use is twisted pairs, that will avoid cross talk or static on sensitive modern electronic equipment such as a PC

The big box home improvement stores sell little plastic splicers for phone lines. They usually come in boxes of 25 (or more). That sounds like a lot but they are so handy that you can end up using quite a few of them. These might be the "clear plastic ends" you refer to.
They take a little figuring out, but really are easy to use....just put in wires and crimp. Much better than the old "try to get all the same-color wires under one screw" method!
It doesn't even have to be the "end of the run"...phone lines (I've found) are pretty forgiving.
