Renting a house with a water softer not sure of the brand name it justs says rain soft, but anyway .there is a pvc pipe that runs from the unit to a drain. the water drains all the time non stop. i have lived here for 2 mounths and my water bill is high. thank for the help'

There should be a by-pass valve that you can pull/push one direction or the other where the plumbing connects to it behind the softener. The words Service and By-Pass may be on the knobs. If not check the plumbing for three stop valves. Close the two going to/from the softener and open the the one between those two.
The cause of the leaking to drain will be internal and you will need service. RainSoft is a national brannd and they have a web site under Aquaion or some such. A google search of both the web and (news)groups should turn something up.
