Gibson side by side about 8-9 years old. The water dispenser does not work. For a while, it took 2-3 seconds after pushing the lever for water to come but now it does not work at all. The ice maker is fine. I checked the filter and that is clear.

One of the first things which usually needs to be checked is that the water dispenser side of the water valve is getting power when the dispenser is activated. You can read how the water valves used on appliances work at the following link:

If power is getting to the water valve but water is still not dispensing, a possibility is a frozen connecting water line or a frozed water tank (which can lead to cracks in it).

That is often a sign that either there is air getting into the water reservoir (tank) inside the fridge compartment (like from it being cracked) or that the molded plastic water reservoir has lost its rigidity. Many manufacturers have now gone to just a coil of tubing as a replacement for many of the original molded plastic reservoirs.
