I need to get a pre-poured cement step to replace my current step (current step is not tall enough). My current step is not attached to the porch, thus the step rocks side to side when stepped on. The porch is made of brick. How do I attach the step to the porch so that it will be stable? It will be sitting on a cement slab, so there is no worry about the ground under the step eroding.

Pour a proper foundation below the frost line.
You may not need a full foundation. 4 sonotubes placed one at each corner will probably be enough

The foundation is already there. The bottom of the step will sit on the cement block that leads to the porch and the back of the step will rest against the porch. It will look kinda like this:
