Is it true that the water does not need to be tempered with a mixing valve if the tubing is placed under the subfloor? (e.i. in the ceiling joists of an unfinished basment)

Hey Harold, I noticed your post about the Forum changing earlier. I notice you dropped off the "fix-it forum" right around the time they redid the server.
