Can you recommend a paint to use on concrete birds baths. I will clean and smooth mine, and then hope to apply something that is easy to keep clean.

The outside of the bird bath should be painted with an exterior acrylic/latex house paint. The best way would be to prime it with an exterior acrylic/latex primer and follow with two coats of finish paint. If you want to paint the bowl were the water goes you will need to use pool paint, but you may not want to do that as as pool paint only come in gallons and that would last you a lifetime.
