In the corner of the basement I have a concrete cold storage room. Inside this room in the corner (one of the corner walls is shared with my neighbour) there is a small leak. There is no visible crack so it appears that the leak is coming from where the rebar sticks out of the concrete. The leak is 4-1/2' below ground level and since the wall is shared with my neighbour it's not easy to patch from the outside. I have tried fixing it with Concrete & Masonary Silicon II Sealant but it's still leaking.

Any suggestions on how to fix this?
