My son in law thinks that there must be grass next to the foundation to absorb water. Wouldn't mulch, bushes and flowers serve just as well? I have never heard of this "grass concept". Help.

The grade should always slope at least slightly away from the foundation to help avoid water issues. Having said that, general wisdom around pest control says you should have 12-18" of gravel around the foundation to help prevent ants/termites and the sort. Hopefully your foundation is properly waterproofed and has adequate drainage. I have never heard of needing grass near a foundation.
