I am wondering about the craw space under my mom's house. She bought it new in 1994 in Hillsboro Oregon. The insulation on the "ceiling" is open to the underside of the house, and the support columns have round, square and rectangular bases for the same size of column. The ground is clay covered by visqueen.

Is this normal and structurally safe?

It looks OK and well ventilated, the only improvement I can see is to install foam board below the insulation so as to minimize air intrusion through the loose fiberglas and improve moisture deflection.
