2 years ago we used outdoor Killz first, then Vassar House and porch paint on top of previously stained pine. In six months it started peeling up. So now we want to use either Rustoleum Restore 10X or Behr Deckover. Should we sand everything back to bare wood, with a floor sander, or just sand the flaking paint off then use the new paint? We have a covered front porch, we live in western Colorado and the porch faces the afternoon sun.

For the best results you should sand down to bare wood and start fresh. However the new restore products only require all loose paint to be removed before applying the new product.
