The very nature of this question tells me a licensed electrician definitely needs to be involved in whatever
project is getting started here. But for informational purposes,
To kill the incoming power feed to your main electrical panel normally requires your utility company to pull the electric meter, which disconnects the power. Turning off the main breaker inside the electric panel does NOT kill all the voltage in that panel. The connection lugs are still hot even with the main breaker turned off.

He want's to work on the wiring in the building, not the box, so turning off the main breaker is all he needs to do.
