I replaced a bathroom light/exhaust double light switch.

All terminals are live, but the top switch wont work.
Both light and exhaust fan come on using the bottom switch.
I switched the wires, and the exact same thing happens,(both come on using the bottom switch.)
The top terminal lights up on the voltage meter, but nothing comes on in the room.

Ground wire is on green screw. Power is on bottom screw, same side.
The other two are on the other side.
Any Ideas?
Could it be a faulty new switch?

ps. He got an - Eaton "Combination Two Single Pole Switch."
Is that right??

NeVERmind...
I figured it out.
Why don't they make switches, etc, the exact same way.
Set up was reverse, PLUS, of what old one was.
Thank you, all, anyway!
