Is there a way to paint a laminate countertop, rather than replace it, to save money? Could you use something like concrete paint and lacquer it to seal?

If you painted it, you would have to find a type of paint that was non-toxic. I'm no painting expert, but IMO replacing the C/T is the safest option. The paint would not stand up to everyday use, such as wiping and chopping on a cutting board.

What about contact paper? Can that be used as a fix?

Laminates can be painted, after thourough cleaning, and sanding, and use of a good primer for the job. epoxy paints will be harder for a work surface like this
