i would like to know if it is safe to use a stove without the hood working? the hood does not ventilate outside.

Gas stove, electric stove, wood stove???

Most modern (gas and electric) cooking appliances need no ventilation to be operated safely but some local building codes mandate ventilation for gas ones.

In a residence the purpose of the range vent is to remove excess moisture, smells, and "heavy grease" from frying.

Lots of homes don't have any kind of vent fans and others, including many of the microwave/vents, have recirculation fans with just remove some of the grease and discharge into the room.
