I'm installing a toilet into a new rough in and the tile is uneven. The closet flange does not rest evenly on the tile (off the floor on one side by less than 1/4"). Other than using concrete to level the floor, is there anything else I can do?

Shims! You can purchase 1/4" plastic shims to level your water closet.

Set the toilet with wax-seal. Make sure the seal is good by flushing several times. Grout around the toilet with the same grout used for the tile floor....leave the very back of the bowl un-grouted (if it leaks at some point this will allow the water to escape), let the grout dry for a few days. The grout will support the toilet.
