I have had a hot water heating system installed in a basement apartment. We are having difficulty raising the temperature above 18 degrees Celsius. The apt. is about 1000 sq feet, each room has a baseboard heater, and the hot water supply is from two 40 gal. hot water tanks which are connected to each other. The temp setting on both tanks is set at maximum heat. Do we need special heating tanks, extra baseboard heaters or ????? Looking forward to your immediate suggestions. Thanks.

Maybe the pump moving the water is defective or undersized.

If I figure right, 18c is approximately 66-1/2 farenheit. I suspect you're saying that you can't get your rooms hotter than that. If the water in the heaters is no higher than 66, then they're not working at all. To determine if the water heaters are doing their job, try releasing a little how water through the expansion valve on each heater. If the settings are on max, the water that comes out should be quite hot - somewhere around 150 farenheit (or around 65c.). This is something that should be done once a year anyway to clear out this safety valve and make sure it's working. If the water is not so hot, then the heaters probably need thermostats or heating elements (if they are electric). If hot, the problem is somewhere else in the system.
If the heaters are working, consider some other ideas... is the place drafty? is it insulated? do the doors and windows close properly? do the heaters feel as if they're putting out much heat?

Another thought -
Uninsulated walls against deep frost would mean you're trying to heat a lot of cold dirt.
