"i have purchased a 3-way control switch."

A 3-way switch is one that with an other 3-ways swich allonws a device to be controlled from 2 places.

Do you mean a tripplet switch. IE, three swifch functions on a single yoke?

What does the instructions on the fan/ligh/heater say?

I suspect that the heater has separate hot and neutral connections so that it can be run from a separate circuit as it is a high current load.

And that the fan and light have common neutral and feed from one circuit.

But you need to look at the instructions and verify that.
