I have removed old wallpaper and there is a thin semismooth layer of texture on the wall. I plan to use a Faux painting techique on the walls. My question is should the walls be retextured before painting? Also, if I do retexture the walls can a primer be mixed with the texture to save a step?

I am not sure what you mean retexturing the walls. But I do know that the primer can't be mixed with the texture to save a step.
